Psionics in 1e allowed for a way to give creatures magical power that wasn't tied to level or class. It's not like the NPCs and monsters of a standard fantasy-type D&D world are more vulnerable to psionic effects over magical ones. Systemwise, spells and psionic powers are the same thing.
